南米コロンビア出張 Business trip to Colombia
南米初、コロンビアの首都ボゴタに約1週間の出張に行ってきました（滞在中の写真はコチラから）。
I have just been to Bogota, the capital city of Colombia, on business for almost 1 week. This was my first visit in Latin America. (To see all the pictures taken in Colombia, click here.)
内容は、コロンビア国立大学における日本の税制のグリーン化に関する基調講演を行ったほか、 コロンビア財務省・歳入庁、コロンビア環境省、ボゴタ地方環境局（案内※スペイン語）、またコロンビア産業界（電気・ガス・水等の供給部門の業界団体）に対して日本の環境税制の取組みをレクチャーしたり、コロンビアの環境問題やその解決に向けた税制の活用方策などについての意見交換を行ってきました。
My business agendas are:
1) the presentation at the National University of Colombia on the Japan's environmental taxation and
2) the lectures and discussion on the green taxation with
i) the Ministry of Finance and Taxation Agency,
ii) the Ministry of the Environment,
iii) the Environmental Secretary at the Bogota District (Notice in Spanish), as well as
iv) the industrial association (energy supply sector such as electricity, gas, oil and water).
また、コロンビアの主要経済新聞紙「Portfolio」（取材記事※スペイン語）や地元テレビ局から炭素税を初めとする日本の環境税制改革の取り組みについての取材を受けてきました。
I also was interviewed by the major economic newspaper (called "Portfolio" and here comes its article in Spanish) and local TV.
さらに、合間を縫って、黄金都市（エル・ドラド）伝説の発祥となったグアタビータ湖や大学時代の友達も勤める黄金博物館（リンク）、市内を見渡せる標高3100メートルのモンセラーテの丘（リンク）などを観てきました。
During the business, I also visited
1) Guatavita, the lake originating El Dorad,
2) the Gold Museum where my friend at the UK university has worked for,
3) Monserrate which is more than 3100 meter high and where we can overview the city, and so on.
感想として、コロンビアはゲリラ・麻薬・誘拐というイメージを持っている人が多いかもしれませんが、殊首都のボゴタに限って言えばそういう印象はなく、10～20℃程度の快適な気候が一年中続き、緑が鮮やかなところはイギリスを思わせ、人々は明るく親切で真面目で家族想いな印象、食事は肉の煮込みや野菜を使ったスープ、豊富なフルーツ、そしてライスなど日本人にも親しみやすく、そして、都会の高層ビルやショッピングモール、高級住宅街は日本を思わせるものでした。
Although some people may feel Guerrilla, Drug, Kidnap as the images of Colombia, my impressions on it especially Bogota were not like those:
1) It has comfortable weather with 10-20 degree Celsius all the time
2) It has vivid evergreen like the UK
3) People in Colombia are cheerful, kind, industrious and happy with their family
4) Colombian dishes may suit for Japanese as typically stewing meats, soup with vegetable, variety of fruits and rice.
5) Their skyscrapers, shopping malls and exclusive neighborhood look somewhere in Japan.
特に政府関係者は留学経験もあり英語を流暢に操り、環境政策や国際情勢にも理解が深く、議論も堂々としていました。また、友達や友達の家族には温かく接してもらい、第二の故郷のような感覚もありました。
In particular, people from the government usually have studied abroad, speak fluent English, know environmental policy and international circumstances so their arguments are well organised. In addition, my friends and their family in Colombia treated me as family thus I feel Colombia is my home.

一方で、貧富の格差が天国と地獄のようで、危険な地方から首都に逃げ込む人々がいる状況で、首都には警察さえ立ち入れないスラム街もあり、政治家・公務員は賄賂にまみれ汚職に走っているということが大っぴらに言われ、首都には電車もなく道路交通渋滞や排ガスによる大気汚染は大問題となっているなど、これからやるべき課題も多くある印象です。
On the other hand, the wealth gap is heaven and hell. It is likely that people living in an unsafe countryside move to Bogota. There are slums where even policy cannot step into in Bogota. It is said that politicians and public servants go for bribery and are tainted by corruption. There is no train system in Bogota and traffic congestion and air pollution by emission are significant. Overall, there are plenty of things to do.
日本からはニューヨーク経由で、12時間+数時間の待ち時間+6時間と、ゆうに20時間を超えるところですが、機会があればまた訪ねていきたいと思います。
It takes more than 20 hours from Tokyo to Colombia via New York (e.g. 12-hour flight, several hours for transit, 6-hour flight again). But if possible, I would really love to visit there again :p

【書評】日本近代史 坂野 潤治
それぞれのステージで抱える課題や陣容は異なりますが、共通しているのは、自らが信じて進むべき正義をかざした各集団が、時に争い時に大同団結をするという権力奪取・維持の歴史ということ。すなわち、
外様藩、下流武士層、藩閥、官僚、自由運動家、財閥、左翼・右翼政党、軍閥などのアクターが、公武合体、尊王攘夷、尊王倒幕、富国強兵、殖産興業、立憲選挙・デモクラシー、ファシズム・大東亜共栄などのスローガンを掲げて勢力闘争を繰り広げてきた歴史とも言えるように思えます。
今の日本は６つのステージのどこに位置付けられるだろうか、そんなことに想いを巡るには適した良書です。

In Paris パリ出張
仕事でパリに行ってきました。いい天気でした。Just been to Paris for business purpose. It was a good weather though!

仕事は、年２回開催される「ＯＥＣＤの税と環境の専門家会議」への出席。専門家と言ってもＯＥＣＤ各国の政府職員（主に財務省関係者）で、オブザーバーとして中国、ブラジル等からの出席もありました。内容はＯＥＣＤ事務局が作業している各研究・分析の進捗状況の報告と意見を求めるもので、最初の研究分析項目の決定か最終の報告書の採択段階以外は、文書のやり取りで良さそうなレベルでした。
各国からの政策進捗状況の報告もなされ、目立ったところですとオーストラリアが鉱物資源採取税の全面改訂を今年７月から施行させる、韓国が排出量取引制度を導入することにした、という位でしょうか。ちなみに、日本の報告は、事務局の不手際により登録がなされず、秋に改めて報告することになりそうです。
My business was to attend the OECD meeting called "Joint Meeting of Tax and Environment Experts". Those experts were mainly bureaucrats from member states plus observer states like China and Brazil. The main contents was information exchange - explanations about the progress on several research and analysis having been done by OECD secretariats and comments from each member state were requested. It seemed to me that generally email/document exchange or international telephone conference can be substitutable for this kind of face-to-face meeting, apart from a meeting for 1) the decision-making on which research/analysis to be conducted at first stage and 2) the approval on reports at final stage.
From the round table presentations, one of the outstanding reports was that Australia has completely amended their mineral resource extraction tax and new one is implemented from this July. Another was Korea has introduced the emission trading scheme against climate change. As for Japan, our presentation was poorly handled by the secretariats so appeared to be postponed to next time this Autumn in November.

近況報告（2012年春） Quarterly News (2012 Spring)

I hope this mail finds all with you go well. It has been getting warmer surrounded by vivid green and flowers in Tokyo and let me tell you about my recent news as follows:
1. Business
- The carbon tax we tried to push through the Congress was passed in the end of March so will be implemented from this October. Likewise, tax incentives for spreading eco-cars and energy saving housing as well as renewable energy were put into practice by the passage of the tax reform bill 2012. (Link)
- In order to promote the environmental measures through taxation continuously, we have just decided to form the investigative commission on greener taxation and deliberate on the further policies for promoting it. (Link)
- As for the international context, I am going to attend the OECD Joint Meeting for the Taxation and Environment Experts in early June. Also I am flying to Colombia, South America, in the middle of June to make a presentation about the Japanese environmental tax reform as well as opinion exchanges with their experts. (being in Paris from May 31 to June 2 and Bogota from June 10 to 14 so if some of you are there at the same time, I hope we can meet together then）
2. Privates
- In the end of April, my wife Miki and my girl Sarah (almost 4month old) came back to Tokyo and started living with me together. With a big joy and a small struggle, I really have been enjoying childcare (I am in charge of taking a bath together every evening). My current motivation in life is to see Sarah’s smile and everyday growth. If you come to Tokyo, please drop by our house near Shinjuku and have a look at her.

- As my weight scale has found my physical age as 42 years old (!), I have decided to commute by bicyle, practice golf on early morning and try one meal a day (some book’s recommendation but usually I fail it thanks to hunger). However, my physical age is still older than my actual age by 10years…(I will do my best for my fit)

○ これまで導入を目指してきた地球温暖化対策税が去る３月末に成立し、本年１０月から施行されることになりました。併せてエコカー減税や省エネ住宅、再生可能エネルギーへの減税など環境関連の措置も平成２４年度税制改正により実現しました。（リンク）
○ 引き続き、税制を通じた環境対策を進めていくために、税制全体のグリーン化推進検討会を開催して、今後のあり方を検討していくことになりました。（リンク）
○ 国際関係では、６月初旬にOECDで開催される税と環境専門家会合に出席します。また、6月中旬には、南米のコロンビアに行き、日本の環境税制改革についての講演や政府・議会関係者との意見交換を行う予定です。（５月31日～6月2日までパリに、6月10日～14日までコロンビア・ボゴタにいますので、その間現地にいらっしゃる方はぜひお会いしましょう）
２．プライベートでは、
○ ４月末から妻と子が東京・新宿に帰ってきました。四苦八苦しながら育児を手伝っています（夕方お風呂に入れる担当になりました）。子ども（沙羅。もうすぐ4ヶ月）の笑顔と日々の成長を見るのが何より楽しみです。お近くにお越しの際は、ぜひ我が家（新宿駅から徒歩10分）に遊びに来て、一目見てやってください（ご連絡、お待ちしています）。

○ タニタの体重計に乗って身体年齢を図ると42才！と言われたので、自転車通勤、早朝ゴルフ打ちっぱなしに加え、一日一食が良いという本のアドバイスに則った食生活を試みて（ほぼ挫折して）いますが、年齢は実年齢より10才老けたままです。引き続き、頑張ります。

Investigative commission on greener taxation 税制グリーン化検討会
持続可能な社会の構築を推進する観点から、環境面から望ましい税制のあり方等について総合的・体系的な検討を行うため、５月中旬から、有識者からなる「税制全体のグリーン化推進検討会」が開催することにしました。（記者発表はコチラ）

According to the Ministry of the Environment Japan, from the viewpoint of promoting sustainable society, "investigative commission on greener taxation" with key figures will be formed to take a comprehensive and systematical deliberation and take place from the middle of May. This commission treats the following issues: 1) Meaning of greener taxation 2) Feature of ideal taxation from the environmental perspective to be achieved in the middle and long term. 3) Evaluation of the current Japan's taxation from the environmental angle 4) Policies for promoting greener taxation 5) Considerations at the promotion of greener taxation. The first session will be held on May 15.

初めての経験 Sarah's first time
初めてドレスを着ました。Her first time to wear a dress.
お食い初め（おくいぞめ）をしました。Her first time to eat just 100days after her birth. (The ceremony called Okuizome is performed in hopes that the child would never have to worry about food. The Okuizome usually occurs 100 days after birth when the child starts to eat baby food. )
初めて鯉のぼりを見ました。Her fist time to watch many carp streamers. (Many families with boys fly carp streamers outdoors on May 5 because it is believed that the carp is a symbol of a successful career.)
初めて帽子を被りました。Her first time to take on the hat.
これからもたくさんの初めてをしていこう。Let's have many your first-time experiences everyday!

先週末、沙羅のお宮参りに行ってきました。
Sarah visited the shrine (so-called "Omiyamairi")last weekend - which is a Shinto ritual similar to the Christian baptism ceremony.

環境税、10月から 税制改正関連法成立 Carbon Tax from this Oct. - Passage of Tax Reform Bill 2012
地球温暖化対策税（環境税）の創設やエコカー減税の延長、高額の給与所得者への課税強化を盛り込んだ2012年度税制改正関連法が30日、参院本会議で可決、成立した。改正が完全に実施された後の平年度ベースでは国税で年約3000億円の増税になる。
環境税は石油製品などにかかる石油石炭税を10月から段階的に引き上げ、現在の1.5倍にする。増収分は温暖化ガス削減などの事業に充てる。
４月末で期限が切れるエコカー減税制度は環境基準を現行より厳しくした上で３年延長。自動車取得税や同重量税を減免する。年収1500万円超の高所得者については課税所得から差し引ける給与所得控除を縮小。所得税、住民税が増税になる。
親などから住宅購入資金の贈与を受けた際の贈与税の非課税枠の拡充・延長や、省エネ住宅に対する住宅ローン減税の拡充も盛り込んだ。

The tax reform bill 2012, including the introduction of carbon tax (environmental tax) and the extension of tax reduction on environmentally friendly vehicles, has passed the House of Councilors so has been completed on 30th of March. The additional tax burden caused by this tax reform would amount to 300 billion yen (3.6 billion US dollar) at last.
The carbon tax increases the tax rate of oil products etc gradually from this October, by 1.5 times of the current tax level of the Oil and Coal tax. The increased revenue would be spent on the measures for Green House Gas reduction and the like.
The temporary scheme of the tax reduction on environmentally friendly cars (originally expired by this April) adopts more stringent environmental standard and continue for the next three years.
The tax reform 2012 also includes the expansion of the tax reduction on energy-saving houses.

マグレガーC.C.で初ゴルフ① 1st Golf at Mac Gregar
係長研修を一緒に過ごした仲間と人生初のゴルフに千葉のマグレガーカントリークラブに行ってきました。奇跡が起きて、前半５５、後半５６のトータル１１１の結果に。ゴルフ楽しい～!!!
This was my first play of Golf at Mac Gregar Country Club with my fellows having spent time together since the section chief. As the miracle happened, my score turned out 111 (55 and 56) - playing golf was such fun!

ラウンドデビュー Round debut
今日は朝から千葉にある マグレガーカントリークラブ でラウンドデビューしてきました。
生憎の小雨とアップダウンの激しいコースで疲れ果てましたが、楽しかったです。
スコアは、１１１でした。具体的には、
・パー（０） ０ホール
・ボギー（＋１） ４ホール
・ダブルボギー（＋２） ８ホール
・トリプルボギー（＋３） ５ホール
・クアドルプルボギー（＋４） １ホール
また、機会があったらやりたいです♪
Today I played my first gold round at MacGregor country club in Chiba prefecture. Although the light rain and the hilly course made me fully exhausted, it was really fun!
My first score was 111. The details are as follows:
-Par (0) 0 hole
-Bogey(+1) 4 holes
-Double bogey (+2) 8 holes
-Triple bogey(+3) 5 holes
-Quadruple bogey (+4) 1 hole
Given another opportunity, I will want to play it again ;-)

Carbon tax passed the House of Rep. 温暖化対策税衆院通過
The Tax reform bill 2012 including Japan's carbon tax passed the House of Representative on 8th of March. According to the media article, the House of Councilors will also vote for this within this month. In that case, the Japan's carbon tax will start from the beginning of October 2012.

２０１２年度税制改正法案は８日の衆院本会議で、民主、自民、公明各党などの賛成多数で可決された。月内に成立する見通しで、二酸化炭素（ＣＯ２）排出抑制を目的とする地球温暖化対策税（環境税）の今年１０月の導入が、ほぼ確実となった。原油や液化天然ガス（ＬＮＧ）にかかる石油石炭税に上乗せ課税し、税収は再生可能エネルギー普及や省エネルギー対策などに充てる。（時事通信 2012/03/08-21:19）

本書は、メリルストリープ主演の映画の脚本です。鉄の女として断固とした決断を下し続けたサッチャーですが、重要な局面には必ず夫の温かい眼差しと支えがあり、それがなければ彼女の活躍もなかったであろうと感じさせます。
いつの時代も大仕事するには、家族の支えと愛情がなければいけないってことなのでしょうね。
